WhatsApp marketing in Pakistan for online stores

How to sell to past buyers on WhatsApp without getting blocked: the broadcast limits and the saved-number rule from WhatsApp’s own pages, how to get buyers to save you, what Status and Channels are for, and what to send and how often. Then what paid broadcasts cost for Pakistani numbers.

WhatsApp marketing for a small store is not about reaching strangers. It is about the people who already bought from you or asked a price, and getting the next order from them without being blocked. Every limit below is from WhatsApp’s or Meta’s own pages, checked in October 2026.

Four ways to reach people on WhatsApp

The WhatsApp Business app gives you four free ways to send one thing to many people. They behave very differently:

Broadcast lists, and why messages do not arrive

A broadcast list is a saved list of contacts. You send once, and each person gets it as a normal message from you. Replies come back to you only, never to the rest of the list. Per WhatsApp’s help page on broadcast lists:

  • Each list holds up to 256 contacts, and you can make as many lists as you like.
  • Only people who have saved your number in their contacts receive it. The rest get nothing, and the app does not warn you.
  • Broadcast lists are not supported on WhatsApp Web or the desktop apps. Send from the phone.

There is a newer limit too. WhatsApp’s page about broadcast limits says people in some countries now see a monthly limit of 35 free broadcast messages. It is rolling out gradually, so open Settings > Broadcasts to see whether you have it. If you do, 35 a month is plenty for a store that broadcasts sensibly, and a reason to stop sending good morning messages from the business number.

In the WhatsApp Business app you can build a broadcast list from a label. That is the useful part. Label chats as you go, then make one list per label:

  • Bought: anyone who received a parcel. Your best list.
  • Asked: asked a price or size but did not order.
  • Wholesale: resellers who want different prices.

Get buyers to save your number

Because of the saved-number rule, the real WhatsApp marketing work is getting saved. Ask at every point where a buyer already trusts you:

  • At order confirmation. End the confirmation message with one line: “Please save this number, new arrivals and sale news come here first.”
  • On the parcel insert. A small card with your brand name, your number and a QR code that opens a chat. The QR code generator makes one, and the WhatsApp order link generator makes the link it points to.
  • On the invoice or packing slip. Your number printed under your brand name. The invoice generator makes one in rupees.
  • On your store, Instagram bio and Facebook page. The same number everywhere, so it is the one people save.

Save their number too, with their name and city. Your Status goes to your own contacts by default, so a buyer you never saved will not see it. If your past orders are in a sheet, the CSV to VCF converter turns the list into contacts your phone can import.

Status and Channels

Status is where you can post every day without bothering anyone. Per WhatsApp’s status privacy page, your statuses are shared with all your contacts by default, and you can exclude people or share with a chosen few. Each one disappears after 24 hours. People only see it when they choose to open it, which is why it suits daily posting and a broadcast does not.

Status that sells:

  • New pieces, one per status, with the price written on the photo.
  • A short video of the fabric, the stitching or the product in use.
  • Today’s parcels being packed. It shows orders are going out.
  • A buyer’s message or photo, with their permission and their number hidden.
  • “Only 3 left in M” when it is true. Never when it is not.

Channels are different. Per WhatsApp’s page about Channels, updates sit in the Updates tab, away from chats. Followers cannot reply, only react or vote in polls, and notifications are off by default. In return, anyone can follow without saving your number, and they cannot see who else follows. A channel has its own link and QR code, and you can add up to 16 admins.

Use a Channel for people who like your brand but have not bought yet. Use Status and broadcasts for people who have. Put a poll in the Channel (“Which colour next?”) so it is not a one-way wall of photos.

WhatsApp groups or broadcasts

A group can have up to 1,024 members, and it is tempting to start one because it feels like a community. For a store it usually goes wrong in the same ways: one buyer’s complaint about a late parcel is read by everyone, members leave because of the noise, and other sellers join to post their own products.

Use a broadcast list when:

  • you are sending offers, restocks or dates
  • you want replies to come to you privately
  • buyers do not know each other

A group can work when:

  • it is small and members chose to join, such as resellers or a regular buyers’ club
  • only admins can send, or you have time to moderate it every day
  • it has a clear purpose written in the description, such as early access to new stock

What to send, and how often

A broadcast lands in someone’s chats next to family and friends. It has to be worth the interruption. A message that sells has:

  • One reason to message now: new stock, a restock, a sale with an end date.
  • Two or three photos, not twenty. The rest go on Status or in your store.
  • The price, the delivery charge and “cash on delivery available”.
  • One link to the product or collection in your store.
  • How to stop: “Reply STOP and we will not send these again.”

For example:

“Assalam o alaikum! New lawn 3-piece just in, 4 prints, Rs 3,450 each. Delivery all over Pakistan, cash on delivery. See all prints: [store link]. Reply STOP if you don’t want these updates.”

The product description generator writes a WhatsApp broadcast version in English, Roman Urdu or both, if you want a first draft.

How often is a judgement call, and the people who block you will tell you if you get it wrong. A pattern that is easy to keep:

  • Status: daily, or whenever there is something new.
  • Broadcast to buyers: about once a week at most, only when there is news.
  • Broadcast to people who only asked: less often, and only offers that fit what they asked about.
  • Channel: a few times a week.

Opt-out, spam and getting banned

WhatsApp’s Business Messaging Policy is short on this point. You may only message people who gave you their number and agreed to hear from you, and you must respect any request to stop, including removing them from your contacts list. It also says WhatsApp may limit how many messages a business can send, based on people blocking and reporting it.

In practice:

  • Do not buy number lists or add people from groups you are in. They did not agree.
  • When someone replies STOP, take them off every list the same day and say thank you.
  • Keep the “Asked” list for a few months, then clear out people who never replied.
  • Do not send the same message twice because few people replied.

The bigger risk is “WhatsApp marketing software” that promises to send thousands of messages from your number. Some of these run on unofficial or modified WhatsApp apps. WhatsApp’s page on temporarily banned accounts says using an unofficial version can get your number temporarily banned, and permanently banned if you keep using it. Your buyers saved that number. Losing it is losing your customer list.

There are two paid ways around the saved-number rule. Both charge per message, and both expect people to have agreed to hear from you.

Business broadcasts in the app. In some countries, “marketing messages” in the Business app are now called business broadcasts. WhatsApp’s Business app features page says they reach people even if they have not saved your number, can carry buttons like Order and Call, and come with insights on how each one did. Per WhatsApp’s pricing page for business broadcasts, you pay for each message delivered within five days, priced by the recipient’s country code, and the app shows the total before you pay. The marketing messages pricing page lists a PKR rate card. Both pages say the feature is only in limited countries. If you do not see it in your app, it is not available to you yet. If too many people block or report your business broadcasts, WhatsApp says it suspends them for three days, and longer if it happens again.

The WhatsApp Business Platform (API). This is for stores sending order updates and offers automatically, usually through a provider. Meta charges per message by category. Its USD rate card, linked from Meta’s WhatsApp pricing page and effective October 1, 2026, lists US$0.0473 per marketing message to a Pakistani number. That is about US$47 for 1,000 marketing messages, before the provider’s own fee. Per Meta’s platform pricing page, when a buyer messages you from a click-to-WhatsApp ad on the phone app and you reply within 24 hours, messages are free for up to 7 days. For a store with a few hundred buyers, free broadcasts, Status and a Channel cover most of what you need. Pay for messages when your saved-number lists clearly cannot reach the buyers who asked to hear from you.

Send them to your store, not into a long chat

Every broadcast and Status should point somewhere a buyer can see the full product, every size and the price, and order without waiting for you to reply. That is your store. WhatsApp stays for what it does best: answering questions and confirming cash on delivery orders.

What is the WhatsApp broadcast limit?

WhatsApp’s help page says each broadcast list can hold up to 256 contacts, and you can make as many lists as you like. Some countries are also getting a monthly limit of 35 free broadcast messages, rolling out gradually. Check Settings, then Broadcasts, to see whether it applies to you.

Why are my WhatsApp broadcast messages not delivered?

Only people who have saved your number in their phone’s contacts receive a broadcast. Everyone else on the list gets nothing, and you are not told. Ask buyers to save your number when they order, and put it on the parcel.

Is WhatsApp marketing free in Pakistan?

Broadcast lists, Status, Channels and groups in the WhatsApp Business app cost nothing. Paid business broadcasts in the app and marketing messages on the WhatsApp Business Platform are charged per delivered message. Meta’s USD rate card effective October 1, 2026 lists US$0.0473 per marketing message to a Pakistani number.

Is bulk WhatsApp marketing software safe to use?

Software that runs through an unofficial or modified WhatsApp app is risky. WhatsApp’s help page says using an unofficial app can get your number temporarily banned, and permanently if you keep using it. Losing the number your buyers saved costs more than any software saves.

Should I use a WhatsApp group or a broadcast list for my store?

A broadcast list for offers and new stock, because each person gets it as a private message and replies come only to you. A group suits a small circle of repeat buyers or resellers who want to talk to each other, and only if you can moderate it.

What is the difference between a WhatsApp Channel and a broadcast?

A broadcast arrives in each person’s chats as a message from you, and they can reply. A Channel update appears in the Updates tab, notifications are off by default, and followers cannot reply, only react or vote in polls. People can follow a Channel without saving your number.
