Click to WhatsApp ads in Pakistan: cost and setup
Click to WhatsApp ads open a chat with your business instead of a web page. How to set one up on Facebook and Instagram, what the ad and the chats cost as of October 2026, and how to turn chats into delivered COD orders.
What click to WhatsApp ads are
Click to WhatsApp ads are Facebook and Instagram ads with a Send Message button that opens a WhatsApp chat with your business instead of a web page. Meta’s help page describes them as ads that send people “directly into conversations with your business on WhatsApp”.
The buyer taps, WhatsApp opens with your greeting, and they ask their question. You answer, send the product page and confirm the order. You pay Meta for the ad, not per chat, and the chat can run on the free WhatsApp Business app you already use.
When a chat beats a product page
Send people to a chat when they need an answer before they order. Send them to the product page when the page already answers it.

Connect your WhatsApp number to your Page
The ad needs your WhatsApp Business number connected to your brand’s Facebook Page. Meta’s connection page is written for WhatsApp Business app users, and lets you connect from Page settings, from Ads Manager or from the app. From the Page:
- Switch into your Page and open Settings.
- Under Permissions, click Linked accounts, then WhatsApp.
- Choose +92 and type your WhatsApp Business number.
- Click Send WhatsApp code, enter the code you receive, and click Confirm.
You can connect more than one number, for example one per city or brand. If Meta says the number “is linked to another Facebook business”, it already belongs to another business portfolio; remove it there as a business asset first. A number on the paid WhatsApp Business Platform follows different steps, through Meta’s separate request to connect a Page.
Click to WhatsApp ads on Facebook: Ads Manager steps
Ads Manager gives you the most control. Meta’s step-by-step page covers Awareness, Traffic, Engagement, Leads and Sales. These steps use Engagement:
- In Ads Manager, click + Create, choose Engagement and click Continue.
- Name the campaign and click Next.
- In the Conversion section, choose Message destinations.
- Pick your Facebook Page. The ad uses the WhatsApp number connected to it.
- Tick WhatsApp. If it is greyed out, click Connect account and add the number there.
- Pick the performance goal, then set the daily budget in rupees, the schedule and the audience.
- Add the image or video and the text, then reach the Message template section.
- Choose Start conversation: a greeting plus questions people can tap to send.
- Save the template and click Publish.
With Leads, you pick WhatsApp in the Conversion section and Meta sets the goal to Maximize number of conversations. With Sales, the steps match Engagement. A second template, Collect info with a form in WhatsApp, may not be on your account yet.
Click to WhatsApp ads on Instagram, and the quick way
The same ad runs on Instagram. Meta’s click to message page says an ad that clicks to WhatsApp can be placed on Facebook, Instagram and WhatsApp. Link your Instagram account to the Page in Accounts Center first, and leave Instagram in the placements.
For a quick test without Ads Manager, Meta’s best practices page lists your Facebook Page, your Instagram profile and the WhatsApp Business app as places to start one. From a Facebook Page, Meta’s Page steps are:
- Go to your Page and click Advertise, then Create new ad.
- Under Goal, choose Get more messages.
- Under Apps, choose WhatsApp and your number.
- Write the welcome message, then set the audience, duration and budget.
- Click Publish.
This works only for posts with a single photo, a video or an external link, so it will not boost a carousel. Use it to test a post that already gets comments, then move to Ads Manager once it works.
A greeting and quick replies that get to the order
The first message decides whether the chat turns into an order. Put the price, cash on delivery and one question in it, so the buyer’s first reply is their size, colour or city.

Add 3 or 4 questions people can tap, written the way buyers ask: “Delivery charges kitne hain?”, “Mere shehar mein COD hai?”, “Andar ki tasveer bhej dein”, “Aur rang dikha dein”. Give each ad its own wording, and when a buyer taps one, the first message tells you which ad they came from.
Then save your answers. The WhatsApp Business app’s store listing lists quick replies, away messages and labels. Save a quick reply each for delivery charges, your product page link, the size chart and the confirmation message, and label chats from the ad so you can count them. Meta’s best practices page also suggests a greeting message in the app and changing the welcome message and quick replies as you learn. Click to WhatsApp ads cost: the ad and the chats
You pay for the ad, and on the free app you pay nothing for the chats. The ad is a normal Meta ad: an auction, a daily budget in rupees, card billing and the 0.5% or 1% card tax, all set out in our guides to Instagram and Facebook ads cost and running Facebook ads in Pakistan. Meta publishes no price per chat; Ads Manager shows yours once the ad runs.
The chats depend on which WhatsApp you use. The WhatsApp Business app’s store listing says it is free to download and use, with a mix of free and paid features; replying to buyers is ordinary messaging. Meta’s per-message pricing applies to the WhatsApp Business Platform, the paid route, usually set up through a provider. Its rates for a Pakistani number, effective October 1, 2026 and billed in US dollars:

The free entry point window is the platform’s reward for ads. When a buyer messages you from a click to WhatsApp ad on the Android or iPhone app, and you reply within the 24-hour customer service window, that reply is free and opens a window that “may remain open for up to 7 days”. Inside it, Meta charges nothing for marketing, utility, authentication or service messages. Chats from WhatsApp Web or desktop do not qualify, and Meta’s ad help says the free window may not be available to every business yet.
Two changes took effect on October 1, 2026: service replies are charged after the first 1,000 a month, and utility messages in an open customer service window are no longer free. PKR is not one of the 16 billing currencies, so the platform bills in dollars and your card statement shows the rupee amount. Rates change, so check the page before you budget; WhatsApp’s paid features are covered in our WhatsApp marketing guide.
Cost per chat vs cost per delivered order
A cheap chat is not a cheap order. Divide your spend by the orders that were delivered and paid for, and compare that with what an order can afford.

These are example numbers, not a benchmark. Ad A’s chats were cheap because people tapped to ask the price and left. Ad B told them up front and talked to fewer, readier buyers. Ads Manager would call Ad A the winner. Your order list says Ad B.
To know your ceiling, put your price, product cost, courier charge and return rate into the ad break-even calculator. For a small business, a first test needs enough budget for a steady flow of chats: Meta’s learning phase page says an ad set usually settles after about 50 results in a week, which at Rs 50 a chat is Rs 2,500 a week.
Confirm the COD order before it ships
Close the chat with an order in your store, then confirm it in the same chat. A chat is a promise; an order with an address, a size and a total is something you can ship.
- Send the product page. The buyer picks the size and colour and enters the address there, and the order arrives with nothing lost in a long chat.
- Read the order back. Item, size, colour, total with delivery, and the full address with a nearest landmark.
- Ask for a clear yes. For example: “Leather tote, black. Total Rs 3,700 with Rs 200 delivery, cash on delivery. Address: House 12, Street 4, near Jamia Masjid, Gulberg III, Lahore. Sab theek hai to YES likh dein.”
- Hold anything that looks wrong. A half address, a number that does not answer, or a buyer who refused before. For those, ask for the delivery charge in advance, as set out in our guide to cash on delivery fake orders.

When to stop or change the ad
Give the ad 7 days, then judge it by cost per delivered order. Meta’s best practices page recommends 7 or more days for these campaigns, and its learning page says editing during learning starts it over.
- Many chats, few orders. The ad brings people who are curious, not buying. Put the price in the picture and the text, and change the tap-to-send questions.
- Few chats. The picture is not stopping anyone. Try a video or the product in use, not a new audience.
- The same question in every chat. Answer it in the ad and the greeting.
- Orders confirmed, then refused. Check which cities they come from and tighten the location, or ask for advance delivery charges there.
- Above break-even after a full week. Turn it off. More budget will not fix it.

How much do click to WhatsApp ads cost in Pakistan?
The ad costs what any Meta ad costs: you set a daily budget in rupees and Meta runs an auction, so there is no fixed price per chat. Replying in the free WhatsApp Business app adds nothing per message. On the paid WhatsApp Business Platform, a reply within 24 hours to a buyer who tapped the ad on the WhatsApp phone app is free and opens a window of up to 7 days with no message charges, as of October 2026. Outside that window, Meta’s rate for a Pakistani number is US$0.0473 per marketing message and US$0.015 per utility message.
Can I run click to WhatsApp ads with the normal WhatsApp Business app?
Yes. Meta’s help page says you can run these ads with a WhatsApp Business app number or a WhatsApp Business Platform number, once it is connected to your Facebook Page or business portfolio. You do not need the paid platform to start.
How do I run click to WhatsApp ads on Instagram?
Link your Instagram account to your Facebook Page in Accounts Center, then create the ad in Ads Manager with WhatsApp as the message destination. Meta says an ad that clicks to WhatsApp can show on Facebook, Instagram and WhatsApp, and lists your Instagram profile among the places you can start one.
Why is WhatsApp greyed out in Ads Manager?
Usually because no WhatsApp number is connected to the Page you picked. Click Connect account, choose +92, enter the WhatsApp Business number and follow the steps. If Meta says the number is linked to another Facebook business, remove it as a business asset there first.
Which objective should I pick for click to WhatsApp ads?
Engagement, Leads or Sales, with WhatsApp as the message destination. Meta’s best practices page names those three. Leads picks Maximize number of conversations as its goal by default. Whichever you pick, judge it by cost per delivered order.
How do I run ads on WhatsApp?
