Instagram ads cost in Pakistan: budgets, billing, tests
Instagram ads have no price list: you set the budget and Meta’s auction sets the cost. Here is what Meta’s own pages say about minimum budgets, daily spend and when your card is charged, how to pay from Pakistan, and a small first test that tells you what one delivered COD order really costs.
The short answer
Instagram ads are Meta ads. They are bought from the same account as Facebook ads and billed the same way. Meta’s own page on how much it costs to advertise starts with this line: “When you advertise on Meta, you decide how much you want to spend.”
So there is no rate card. Each time Meta can show someone an ad, it runs an auction and picks the ad with the highest total value: your bid, how likely that person is to act on your ad, and the ad’s quality. A sharp photo with the price on it can win against a bigger budget. Meta usually charges by impressions, the number of times the ad is shown, unless you choose otherwise when you make the ad.
That means what you really control is three things:
- Your budget, per day or for the whole run.
- A spending limit on the account, so the total can never go past a number you choose.
- The ad itself, which decides how much each message or order costs you inside that budget.
Anyone quoting “Rs X per click on Instagram” is quoting their own ads, not yours. Your cost comes from your test, and the rest of this guide is about running that test cheaply.
Meta’s minimum budget
Meta’s page on minimum budgets says it requires a minimum so it can deliver ads consistently, and that “minimum budgets may vary by country and objective.” It works out the minimum from your business type, budget type, bid strategy, optimisation, currency and schedule. It does not publish a rupee figure for Pakistan.
In practice:
- Type the daily budget you want in Ads Manager. If it is below the minimum, Meta shows an alert.
- If it is above the minimum but Meta thinks it is low for good results, you may see a recommendation. That is advice, not a rule.
- Harder goals need more money. Meta’s own example: optimising for purchases may need more budget than optimising for landing page views.
That last point matters for a small seller. Meta’s learning phase page says an ad set usually settles after about 50 results in the week after its last big edit. Fifty orders a week is a lot for a first campaign. Fifty messages or fifty link clicks is reachable on a small budget, so pick a goal Meta can learn from, and count the orders yourself.
How Meta bills you
This is where new advertisers get surprised. Three rules from Meta’s own pages, checked in October 2026:
- A daily budget is an average, not a cap. Meta’s daily budget page says it may spend up to 75% over your daily budget on a good day, but never more than 175% of it in a day, and never more than 7 times it in a week running Sunday to Saturday. A Rs 1,000 daily budget can spend Rs 1,750 on Tuesday, and still no more than Rs 7,000 that week.
- You pay at a threshold and on a bill date. With a card, Meta charges you when your spend reaches your payment threshold, and again on your monthly bill date for anything left. New accounts start with a small threshold that rises as payments go through. You can be charged several times in a month, even for one ad.
- Pausing stops new spend, not old bills. A charge after you pause is for spend from before the pause.
Meta has also started adding location fees for ads shown in some countries, to cover digital services taxes there. The fee depends on where the audience is, not where your business is. As of October 2026 the list is Austria, France, Italy, Spain, Türkiye and the United Kingdom. Ads shown to buyers in Pakistan are not on it.
Set an account spending limit before your first ad. It is in Meta’s cost page as one of two controls, with a campaign spending limit, and it is the one that stops a mistake from becoming a big bill.
Paying from Pakistan
Meta’s payment options for Pakistan are short: Visa, MasterCard and American Express credit cards or co-branded debit cards, and PayPal. There is no local bank transfer or wallet on the list. For a small seller the simplest answer is a bank debit card.
- Choose PKR for the ad account. Pakistani Rupee is one of the currencies Meta ad accounts support. Pick Pakistan and PKR when you set up the account, so your budget, your bills and your break-even are all in rupees.
- Turn on online and international payments. Check whether your card has them off. Do it in your bank’s app or on the helpline before you add the card to Meta.
- Check your statement against Meta’s receipt. Meta bills a foreign company charge, and your bank may add its own charges or tax to it. Ask your bank what it adds to payments to Meta, and count the statement amount, not the Ads Manager amount, as your real ad cost.
- Keep money on the card. Meta charges it on its own at your threshold and bill date, so a low balance means a failed payment in the middle of a test.

Boost or Ads Manager
Meta lists four ways to buy ads. Two matter for an Instagram seller: the Boost button on your Instagram post, and Ads Manager. Both go through the same auction. The difference is control.
- Boost takes a post you already have, a goal, an audience, a budget and a number of days. It is the fastest way to put money behind a post that already gets comments and messages. Meta calls it the simplest way to buy ads, with fewer options.
- Ads Manager lets you run two or three photos side by side, set an account spending limit, and see cost per result for each. Meta lists it as available on a computer and in the Ads Manager app.
Start with a boost on the post that already sells. Move to Ads Manager when you want to test more than one photo against each other, which is usually the second or third week. If your orders come through chat, click to WhatsApp ads send the tap straight to a WhatsApp chat.
A first test you can afford
Decide the total before you start: an amount you can lose completely without it touching rent or stock. Treat it as the price of finding out your real numbers. Then:
- One product. The one that already gets messages without ads.
- One goal. Messages, if you or someone at home can reply all day. Link clicks to the product page, if you would rather buyers order on their own.
- Price in the ad. The first line of the caption says what it is and what it costs with delivery. People who cannot afford it scroll on instead of costing you a click.
- A fixed run. Total budget split over five to seven days, with an account spending limit set to that total.
- No edits mid-run. Meta’s learning phase page says big edits restart learning. Change the photo next test, not this one.
- A notebook of results. Every day: spend, messages or clicks, orders, and later, which orders were delivered.
At the end, divide spend by messages to get cost per message, and spend by orders to get cost per order. Ads Manager shows the first one as cost per result. Only you can work out the second, and it is the one that matters.
Cost per delivered order, not per message
Cash on delivery adds one more step. A message is not an order, and an order is not money until the rider brings it back. The number to judge an ad by is spend divided by delivered orders.
Say a test spent Rs 10,000 and your notebook shows:
- 80 messages: Rs 125 a message.
- 20 confirmed orders: Rs 500 an order.
- 15 delivered, 5 refused at the door: Rs 667 per delivered order.
Those are made-up results to show the division. Yours will differ. What does not differ is the shape: every refusal raises the real cost of the ones that arrive, and you also paid the courier for the refused parcels. An ad that looks cheap per message can lose money once returns are counted.
That is why confirming every order before you book it is part of your ad budget. Work out your numbers before you spend
Two free calculators do this maths for you:
- The ad break-even calculator gives the most you can pay in ads for one order, from your price, product cost, courier charges and return rate. Run it first. If your test’s cost per delivered order is above this number, the ad loses money however many orders it brings.
- The Facebook ads calculator works for Instagram too. Put in a daily budget in rupees and your own cost per 1,000 views, click rate and return rate, and it estimates clicks, orders and profit for the month. Where the click lands
Every rupee in an ad buys a visit. What happens next decides the cost per order. A buyer who lands on a product page with photos, price, sizes and an order button can order at midnight without waiting for your reply. A buyer who has to ask “price?” in a DM may not wait.

How much do Instagram ads cost in Pakistan?
There is no fixed price. You set a budget, and Meta runs an auction each time it can show an ad, so what one message or click costs depends on your product, your photo, who you target and who else is bidding that day. Meta says that you decide how much you want to spend. Run a small test and read your own cost per result.
What is the minimum daily budget for Meta ads?
Meta does not publish one number for Pakistan. Its help page says minimum budgets may vary by country and objective, and that Ads Manager shows an alert if your budget is below the minimum. Type your budget in rupees and Ads Manager tells you if it is too low.
What is the Instagram boost post price in Pakistan?
A boost is billed the same way as any Meta ad: you pick a budget and a number of days, and Meta spends up to that. There is no separate price list for boosts. Meta shows estimated reach and results for the budget you choose before you finalise the boost.
Can I pay for Instagram ads with a Pakistani debit card?
Meta’s page for Pakistan lists Visa, MasterCard and American Express credit cards or co-branded debit cards, and PayPal. A bank Visa or MasterCard debit card is the simplest route. Ask your bank to turn on online and international payments on the card first, since a card with them off will be declined.
Why was I charged when my ad had stopped?
With a card, Meta charges you when your spend reaches your payment threshold and again on your monthly bill date for anything left over. Meta says this is why you can be charged after you stop running ads. The bill is for spend that happened before the ad stopped.
