How to run Facebook ads in Pakistan for an online store
How to run Facebook ads in Pakistan without losing money: open the ad account in rupees, pick the objective that fits cash on delivery, and judge every ad by what one delivered order cost you.
What one delivered order is worth
To run Facebook ads in Pakistan without losing money, start with one number: the most you can spend on ads for each order that is delivered and paid for. Every budget and stop rule in this guide hangs on it.
Take a handbag you sell for Rs 3,500 on cash on delivery. These are example figures, so swap in your own:

Returns come out of that Rs 1,500. Say a refused parcel costs you Rs 580: the courier both ways and the packing. If 2 of every 10 parcels come back, that is Rs 1,160 spread over 8 delivered orders, or Rs 145 each. So this bag can carry up to Rs 1,355 of ad spend per delivered order and still break even. At 3 returns in 10, the ceiling drops to about Rs 1,250.
Break-even is the ceiling, not the target. If you want Rs 700 profit on each bag, your ads have to bring a delivered order for Rs 655 or less. Set up your Page, ad account and card
You need four things before your first ad: a Facebook Page for the brand, an ad account in rupees, a card Meta accepts, and your Instagram and WhatsApp linked to the Page. Meta now calls the business account that holds these a business portfolio.
- Make the Page in your brand’s name. Ads run from a Page, not from your personal profile. Add your logo, a cover and a short line on what you sell.
- Open the ad account in PKR. Pakistani Rupee is one of the currencies Meta ad accounts support, and the currency is set when the account is made. A dollar account bills in dollars. Pick Pakistan’s time zone too, so Meta’s reports line up with your order times.
- Add a card. Meta’s payment options for Pakistan are Visa, MasterCard and American Express credit cards or co-branded debit cards, and PayPal. JazzCash, Easypaisa and bank transfer are not on it as payment methods. Turn on online and international payments in your bank’s app first, then set an account spending limit so a mistake cannot run up a big bill.
- Link Instagram and WhatsApp. Your ads can then show on both apps, and buyers can tap through to a WhatsApp chat. How to link the number is in our guide to click to WhatsApp ads.

What Facebook ads cost in Pakistan, and the tax on your card
Facebook ads have no price list. Meta runs an auction, you set a daily budget in rupees, and you pay for what is delivered, plus a small advance tax on the card payment. - Meta’s minimum is low. As of October 2026, Meta’s ad set reference lists a minimum daily budget of US$0.50 for an ad set billed by impressions and US$2.50 for one billed by clicks, the same in every country and converted into rupees for a PKR account. Its budget page adds that minimums can vary and that Ads Manager warns you if you go below.
- The budget that matters is 50 results a week. Meta’s learning phase page says an ad set usually leaves learning “after about 50 results in the week after the ad set’s last significant edit”. If a WhatsApp chat costs you Rs 80, that is Rs 4,000 a week, about Rs 570 a day. Your own cost per result decides the real figure; the Facebook ads calculator works it out.
- The card tax is 0.5% now. FBR’s withholding rate card for tax year 2027 lists advance tax under section 236Y on “amount remitted abroad through credit, debit or prepaid cards”: 0.5% if you are on the Active Taxpayers List, 1% if you are not, as of October 2026. The Finance Act 2026 cut it from 5%, so older posts that quote 5% or 10% are out of date.
On Rs 40,000 of ads in a month, that tax is Rs 200 for a filer and Rs 400 for a non-filer. Under the old 5% rate it was Rs 2,000. Your bank collects it, and it may add its own foreign transaction charge. That charge varies by bank and card and sits in each bank’s schedule of charges, so ask before you start and count your card statement, not the Ads Manager figure, as your ad cost.
Facebook pixel setup and the Conversions API
You need the Meta Pixel only if your ads send people to your website and you want Meta to find buyers or retarget visitors. Ads to WhatsApp or your Page work without it.
Meta’s pixel setup page splits it into two jobs: create the pixel, then set up events such as a purchase. In Events Manager:
- Click Connect data, choose Web, then Connect.
- Name the pixel and click Create pixel.
- Enter your store’s address and click Check. If your platform is a Meta partner, its setup appears here.
- Choose Get guidance, or Do it yourself and then “Conversions API and Meta Pixel” or “Meta Pixel only”.
- Follow the partner’s steps, or add the code by hand or with a developer.
Add the Conversions API where you can. Meta’s Conversions API page says its data “is less impacted than the Meta Pixel by browser loading errors, connectivity issues and ad blockers”, which matters when your buyers are on patchy mobile data.
Know what the pixel counts on a COD store. On most stores the Purchase event fires on the thank-you page, when the order is placed, not when the cash arrives. Fake orders and refused parcels count as purchases, so the Sales objective can learn to find people who order and then refuse. Facebook ads for an online store: pick the objective
For a COD store, pick Sales once your pixel records real orders, or a WhatsApp chat when buyers ask before they order. Meta’s objectives page lists six: Awareness, Traffic, Engagement, Leads, App promotion and Sales. Three of them fit a store.

Your first campaign, step by step
Here is how to run Facebook ads step by step in Ads Manager. Meta changes screen names now and then, so follow the labels, not the exact position.
- Create. In Ads Manager, click + Create, pick your objective and click Continue.
- Name it so you can read it later. For example “Bags, Sales, Oct”. Keep one campaign and one ad set for the first test.
- Choose where people land. In the ad set’s conversion section, pick your website or Message destinations. For Sales on a website, pick your pixel and the Purchase event.
- Set the daily budget in rupees. Enough for about 50 results a week, from the sum above. Set a start date and leave the end open.
- Set the audience. Location Pakistan, or the cities your courier delivers to without trouble, and an age range that fits the product. You may find Advantage+ switched on in the audience section; read what it changes before you publish.
- Leave placements as Meta sets them unless you have a reason, so the ad can show on Facebook and Instagram.
- Build the ad. Add 3 or 4 images or videos, primary text with the price, a headline, and a button such as Shop Now or Send Message. Paste the product page, not your home page.
- Publish. Meta reviews the ad before it runs.
Then leave it alone. Meta’s learning page says editing an ad, ad set or campaign during learning resets it, and that ad sets usually cost more per result while learning. Give it 7 days unless it is clearly burning money.

The ad that sells shows the product in use and says the price. Write it the way your buyers message you: Roman Urdu or simple English for most, Urdu script when your buyers read it.
- See what already runs. Meta’s Ad Library is open to anyone: set the country to Pakistan, choose all ads and type a brand or a product such as “leather bag”. You see the ads running now, so you can tell which angles your category already uses and pick one it does not.
- Put the price in the first line. “Rs 3,500, cash on delivery all over Pakistan” cuts the “price?” comments and keeps away people who cannot afford it.
- Show it in use. The bag on a shoulder, the earrings next to a face. A product on a plain background works for a catalogue, less so in a feed.
- Make video work with the sound off. Show the product in the first second and put the price and a short line on screen. Fabric moving or a zip opening tells more than a still.
- Write the way buyers message you. Roman Urdu such as “3 khaane, zip wali pocket, rozana ke liye perfect” next to an English line such as “Three pockets, a zip inside, made for every day”. Run both in the same ad set and let the orders decide.
- Keep the set small. Meta advises against many ads and ad sets, because it learns less about each. Three or four versions in one ad set is plenty for a first test.

Judge by cost per delivered order
The only result that pays you is a delivered order. Ads Manager shows cost per purchase or cost per chat; divide your spend by the orders that were delivered and paid for instead.

Ad A looks cheaper in Ads Manager and is dearer where it counts. Against the handbag’s Rs 655 target, both pass, and Ad B is the one to grow. The best time to run Facebook ads in Pakistan
Run the ad all day for its first week, then let your own orders tell you the hours. No hour works for every product, and cutting hours early starves Meta of the 50 results it needs to learn.
- Ads Manager can run an ad set at set hours only. Meta’s ad set reference lists ad scheduling as a pacing option. Use it later, once you know your dead hours.
- Meta’s hourly report leaves out website purchases. Its breakdowns guide says the hourly breakdowns are not available for off-Meta actions. You can see clicks by hour, but not orders, so sort your own orders by the time they came in.
- For a sale, start early. Begin the campaign a week or two before Eid, 11.11 or White Friday, so learning is over by the days that matter.
Retarget people who already know you
Retargeting shows ads to people who visited your store or bought from you before. Meta’s custom audiences page lists the sources; four fit a COD seller.
- Store visitors. A website custom audience uses the pixel; Meta’s own example is people who visited in the last 30 days and did not buy.
- Page and Instagram. People who interacted with your Page or Instagram account, or watched your videos. No pixel needed.
- Delivered buyers. Upload a customer list of phone numbers from orders that were delivered. Show them new stock, or build a lookalike audience of people like them.
- People to leave out. Meta offers an exclusion-only list. Numbers that refused parcels belong there.
Keep retargeting budgets small next to your main campaign. These audiences are small, and the same people see the ad again and again.
When to stop, and when to scale
Decide with your break-even, after a full week. Use the handbag numbers, Rs 1,355 ceiling and Rs 655 target, as the pattern.
- Stop early if an ad set spends twice the break-even, about Rs 2,700 here, with no confirmed order.
- Change the ad, not the targeting, if cost per delivered order sits between target and break-even after 7 days. A new picture or price line is the cheapest fix.
- Stop if cost per delivered order stays above break-even after about 50 results. More budget will not fix it.
- Scale when it sits under target for a week. Raise the budget once and wait a week: Meta says frequent budget changes can send an ad set back into learning.
Watch returns as you grow. New money reaches new cities and new buyers, and your refusal rate can climb before the ad’s cost does.
